A Foreign Object Debris (FOD) Prevention strategy is of utmost importance in airports and aviation facilities, where even small hazards can have fatal implications. Preventing FOD is critical not only for passenger and personnel safety, but also for aircraft protection and the reduction of costs associated with machine repairs. What Is FOD?

FOD, or Foreign Object Debris, refers to any object in an inappropriate location that, because of its presence, can cause damage to equipment or injury to personnel. While FOD is a common concern in industrial and manufacturing environments, it also has severe implications in airports and aviation facilities.  Even items that seem innocuous in other contexts, such as a paperclip, would be deemed FOD on an airport runway, where they could damage aircraft engines or become a projectile when propelled by a jet blast.

FOD Zones in Aviation Facilities

At airports and aviation facilities, FOD is found at terminal gates, cargo aprons, taxiways and runways, and run-up pads, and can include “loose hardware, pavement fragments, catering supplies, building materials, rocks, sand, pieces of luggage, and even wildlife.”¹ These materials can have various origins—think tools from construction areas, pavement fragments from inadequately maintained runways or airport roads, or wildlife that has wandered into the path of travel. The severity of FOD types depends on where they’re found.

There are three classifications of FOD zones, which correspond to the level of risk:

FOD Awareness Lowest risk of small debris or minimal damage; proactive measures needed Aprons, general airside areas, perimeter fencing, passenger gates and cargo areas 
FOD Control Moderate risk of damage from large or small debris; potential for FOD to migrate to critical areas Active maintenance areas, holding pads and run-up areas
FOD Critical Highest risk; presence of FOD can result in significant damage or fatal injury Aircraft movement areas (runways and taxiways)

 

Designing an FOD Prevention Strategy

Prevention is key to mitigating FOD risk. An effective airport FOD program² includes: 

  • Training: All personnel with access to the aircraft operations area must have formal training to understand their role in FOD prevention. This includes pilots, flight attendants, and other aircraft operators; construction, maintenance, and ground crews; and any other relevant contractors. 
  • Regular Inspection: Just as gemba walks are used to identify inefficiencies and hazards in industrial facilities, airport zones must be regularly sweeped—either physically or automatically through the use of sensors—to ensure they remain free from FOD. Clean-as-you-go techniques can also help prevent the presence of FOD in critical and control areas.
  • Maintenance: Aircraft, runways and taxiways, aprons, gates, and ground equipment must all be adequately cleaned, serviced, and maintained to prevent the creation of potential FOD, from loose screws or materials to pavement fragments.
  • Coordination: All involved parties, including separate companies at airports serviced by multiple entities, must work together. The participation of all employees and personnel ensures the most effective approach, where constant awareness helps to minimize the presence of FOD in high-risk areas. 

Visual Cues for FOD Prevention 

All FOD zones should be clearly identified to ensure employees and other aircraft personnel are aware of FOD risk and actively working to mitigate it by following established prevention procedures. Just as visual cues support 5S and lean manufacturing objectives in industrial facilities, highly-visible, easy to understand FOD-focused markings can improve safety in aviation facilities and airports. 

Our color-coded FOD floor tape clearly designates areas that are subject to FOD controls. Use this repeating message hazard tape to: 

  • Promote quick and easy understanding of appropriate precautionary measures by employees, passengers, and other airport personnel who encounter the FOD tape.
  • Clearly indicate when individuals are entering a zone with a new threat level, such as at exit doors to the airfield.
  • Identify areas in which access is restricted to approved personnel, employees only, or passengers and visitors with an employee as a chaperone/guide. Supplement FOD floor tape with appropriate floor signs and markers that help clarify exact instructions.

Some facilities choose to only use one level of FOD caution, while others designate different threat levels depending on the conditions of a particular area. In facilities where only one level of FOD prevention is implemented, it is best to err on the side of FOD critical practices across the board to ensure sufficient preparation.

Other Considerations for FOD Zones and Visual Cues

Floor tape alone is not enough to sufficiently communicate and mitigate the hazards associated with FOD. Consider these other approaches to increasing FOD safety in airports and aviation facilities.

  • Netting and fencing along taxiways and runways can prevent debris from being blown onto the path of aircraft travel and also block wildlife from entering FOD Control and Critical areas. 
  • Runway markings, outdoor pavement markings, and clear signage are visual communication methods that can reinforce messaging within the FOD Zones but also provide helpful cues that prevent the creation or generation of FOD that may pose problems down the line. Examples of where signage would be appropriate include staff-only or restricted areas, construction zones, maintenance areas, and throughout passenger areas inside the airport. 
  • Maintaining FOD disposal areas ensures proper elimination of potential hazards in the appropriate place. Accompany these areas with signage to ensure the purpose and use methods are clear.
